The Ramat Hanegev Operations Center was inaugurated on March 5th and honored by the presence of Mr. Bezalel Treiber, head of the National Emergency Authority; Mr. Amikam Svirsky, head of the Settlement Unit in the Israel Ministry of Defense,;Shmulik Rifman, Mayor of Ramat HaNegev Regional Council; representatives of the Ministries of the Interior and Education; as well as Council department heads, representatives of the region’s community-villages and honored guests.
The building, one of the finest that exists in Israel’s local municipalities, encompassing 160 square meters and built entirely of concrete, will serve as a secure and safe site for managing the regional council during a state of emergency.
The Emergency Operations Center contains a secure station for each of the Council’s department heads who, in case of emergency, will take up position there. In this overall set-up there will be direct means of communication with the computer center and the telephone exchange; a room for the security officer and the mayor; a conference room; a security control & command room containing large screens where events from the field are received and shown live, thus enabling real-time communications with the defense forces.
In their speeches at the dedication ceremony, defense system representatives declared that, “In view of the regional reality, this building will most certainly serve as a high-quality control & command center worthy of the region and its inhabitants.”
The sources of funding come from the regional council and the government ministries of Defense, Interior, Education, Homeland Security, and the Negev & the Galilee. The architect, Mr. Avraham Zack, was joined by a fine team of experts in the relevant fields of planning, design and execution.
In his speech, Mayor Shmulik Rifman extended his sincere thanks to the government ministries that partnered in establishing the center, to the Colorado Jewish Community which has partnered with Ramat HaNegev through the years to meet challenges both in peacetime and times of emergency. He also thanked the team of the Council’s engineering division, Oded Barzilay, Avraham Zack and, of course, the indomitable Moti Zanna, the driving force behind the establishment of the Emergency Operations Center.
